１ 本法の目的
1 The Purpose of This Act
この法律は、科学技術の進展その他の内外の諸情勢の変化に伴い、宇宙の開発及び利用（以下「宇宙開発利用」という。）の重要性が増大していることにかんがみ、日本国憲法の平和主義の理念を踏まえ、環境との調和に配慮しつつ、我が国において宇宙開発利用の果たす役割を拡大するため、宇宙開発利用に関し、基本理念及びその実現を図るために基本となる事項を定め、国の責務等を明らかにし、並びに宇宙基本計画の作成について定めるとともに、宇宙開発戦略本部を設置すること等により、宇宙開発利用に関する施策を総合的かつ計画的に推進し、もって国民生活の向上及び経済社会の発展に寄与するとともに、世界の平和及び人類の福祉の向上に貢献することを目的とすることとした。（第一条関係）
The purpose of this Act is to promote measures and policies based on the basic plan for space policy in a comprehensive and well-planned manner, contributing to the improvement of the quality of life of Japanese people, economic and social development of industry and world peace and the improvement of the welfare of mankind regarding the expanding importance in the development and use of space (hereinafter "Space Development and Use") due to the advancement of science and technology caused by both domestic and international changes by making the government formulate the fundamental principle and the basic plan for space development, thus clarifying its obligation, and stipulate that the government formulate the basic plan for space development by creating the Strategic Headquarters for Space Development to emphasize the expanding domestic role of Space Development and Use, by reflecting the principle of pacifism enshrined in the Constitution of Japan and maintaining the harmony with the environment. ２ 宇宙開発利用に関する基本理念
2 Basic Principles on Space Development and Use
宇宙開発利用に関する施策等の基本理念を、次のこととした。
The basic principles on Space Development and Use shall be as follows:
（一） 宇宙開発利用は、宇宙開発利用に関する条約その他の国際約束の定めるところに従い、日本国憲法の平和主義の理念にのっとり、行われるものとすること。（第二条関係）
(i) Space Development and Use shall be carried out in accordance with the pacifist philosophy of the Constitution of Japan and pursuant to what treaties and other international agreements on Space Development and Use stipulate (The point of Article 2);
（二） 宇宙開発利用は、国民生活の向上、安全で安心して暮らせる社会の形成、人間の生存及び生活に対する様々な脅威の除去、国際社会の平和及び安全の確保並びに我が国の安全保障に資するよう行われなければならないこと。（第三条関係）
(ii) Space Development and Use must contribute to improvement of the life of the citizens, formation of society where citizens can live safely in peace, removal of various threats against human existence and living, peace and security of international community and security of Japan (The point of Article 3);
（三） 宇宙開発利用は、我が国産業の振興に資するよう行われなければならないこと。（第四条関係）
(iii) Space Development and Use must contribute to promotion of industries of Japan (The point of Article 4);
（四） 宇宙開発利用は、人類の宇宙への夢の実現及び人類社会の発展に資するよう行われなければならないこと。（第五条関係）
(iv) Space Development and Use must contribute to realization of human dream about space and to the development of human society (The point of Article 5);
（五） 宇宙開発利用は、我が国の国際社会における役割を積極的に果たすとともに、国際社会における我が国の利益の増進に資するよう行われなければならないこと。（第六条関係）
(v) Space Development and Use must contribute to Japan's active role in the international community and to the enhancement of Japan's benefit in the international community (The point of Article 6); and
（六） 宇宙開発利用は、宇宙開発利用が環境に及ぼす影響に配慮して行われなければならないこと。（第七条関係）
(vi) Space Development and Use must be conducted with consideration about the impact of space exploration on the environment (The point of Article 7).
３ 国及び地方公共団体の責務等について定めることとした。（第八条～第一二条関係）
3 This Act provides the responsibilities, etc. of the national and local governments. (The point of Articles 8 - 12)
（一） 国は、国民生活の向上、安全で安心して暮らせる社会の形成並びに人間の生存及び生活に対する様々な脅威の除去に資するため、人工衛星を利用し、必要な施策を講ずることとした。（第一三条関係）
(i) The State shall take necessary measures using a satellite to contribute to the improvement of the life of the citizens, the establishment of society where citizens can live safely in peace and the removal of various threats against human existence and living. (The point of Article 13)
（二） 国は、国際社会の平和及び安全の確保並びに我が国の安全保障に資する宇宙開発利用を推進するため、必要な施策を講ずることとした。（第一四条関係）
(ii) The State shall take necessary measures to promote Space Development and Use that contribute to the ensuring of peace and security of international community and security of Japan.(The point of Article 14)
（三） 国は、人工衛星等の開発、打上げ、追跡及び運用を自立的に行う能力を我が国が有するため、必要な施策を講ずることとした。（第一五条関係）
(iii) The State shall take necessary measures to get Japan's ability to develop, launch, track and operate satellite independently.(The point of Article 15)
（四） 国は、自ら宇宙開発利用に係る事業を行うに際しては、民間事業者の能力を活用し、物品及び役務の調達を計画的に行うよう配慮するとともに、必要な施策を講ずることとした。（第一六条関係）
(iv) When the State itself conducts business pertaining to Space Development and Use, the State shall give consideration to utilize the abilities of the private business operators and systematically conduct procuring articles and services, and take necessary measures. (The point of Article 16)
（五） 国は、宇宙開発利用に関する基礎研究及び基盤的技術の研究開発の推進、並びに先端的な宇宙開発利用及び宇宙科学に関する学術研究等のために必要な施策を講ずることとした。（第一七条及び第一八条関係）
(v) The State shall take necessary measures for promotion of basic research and of research and development of fundamental technology concerning Space Development and Use, and take necessary measures for advanced Space Development and Use and academic research concerning space science. (The point of Articles 17 and 18)
（六） 国は、国際協力を推進するとともに、我が国の宇宙開発利用に対する諸外国の理解を深めるために必要な施策を講ずることとした。（第一九条関係）
(vi) The State shall promote international cooperation and take necessary measures to deepen foreign states' understanding of Space Development and Use of Japan. (The point of Article 19)
（七） 国は、環境との調和に配慮した宇宙開発利用を推進するために必要な施策を講ずることとした。（第二〇条関係）
(vii) The State shall take necessary measures to promote Space Development and Use in harmony with the environment. (The point of Article 20)
（八） 国は、宇宙開発利用に係る人材の確保、養成及び資質の向上、並びに宇宙開発利用に関する教育及び学習の振興、広報活動の充実等のために必要な施策を講ずることとした。（第二一条及び第二二条関係）
(viii) The State shall take necessary measures to find highly competent people for Space Development and Use, train them and develop their talents, and also to promote education and learning and improve public relations concerning Space Development and Use. (The point of Article 21 and 22)
（九） 国は、宇宙開発利用に関する情報の適切な管理のために必要な施策を講ずることとした。（第二三条関係）
(ix) The State shall take necessary measures to manage the information properly concerning Space Development and Use. (The point of Article 23)
５ 宇宙開発戦略本部は、宇宙開発利用に関する基本的な計画を策定し、宇宙開発に関する施策を総合的かつ計画的に推進することとした。（第二四条関係）
5 The Strategic Headquarters for Space Development shall establish the basic plan on Space Development and Use and promote the measures for space development in a comprehensive and well-planned manner. (The point of Article 24)
６ 内閣に、宇宙開発戦略本部を置き、宇宙開発利用に関する施策を総合的かつ計画的に推進することとした。（第二五条～第三四条関係）
6 The Strategic Headquarters for Space Development shall be established under the Cabinet and promote the measures for Space Development and Use in a comprehensive and well-planned manner. (The point of Articles 25 - 34)
７ 政府は、宇宙開発利用に関する条約その他の国際約束を実施するために必要な事項等に関する法制の整備を総合的、計画的かつ速やかに実施しなければならないこととした。（第三五条関係）
7 The Government must promptly improve a legal system for necessary items in a comprehensive and well-planned manner to implement conventions about Space Development and Use and other international agreements. (The point of Article 35)
（一） 政府は、宇宙開発戦略本部に関する事務の処理を内閣府に行わせるために必要な法制の整備その他の措置を講ずることとした。（附則第二条関係）
(i) The government shall take necessary measures including improvements of a legal system to have the Cabinet Office deal with affairs related to the Strategy Headquarters for Space Development. (The point of Article 2 of Supplementary Provisions)
（二） 政府は、宇宙開発利用に関する機関に関する見直し及び宇宙開発利用に関する施策を推進するための行政組織の在り方等についての検討を行うこととした。（附則第三条及び第四条関係）
(ii) The government shall review organizations for Space Development and Use and appropriateness of the administrative organization to promote measures related to Space Development and Use. (The point of Articles 3 and 4 of Supplementary Provisions)
（三） この法律は、公布の日から起算して三月を超えない範囲内において政令で定める日から施行することとした。
(iii) This Act shall come into force as from the date specified by a Cabinet Order within a period not exceeding three months from the day of promulgation.
